Surging Sparks makes up the eighth expansion of cards for the Scarlet & Violet Series of the Pokémon Trading Card Game. This expansion continues to introduce Stellar Tera Pokémon ex into the game, a concept first introduced in the previous Stellar Crown expansion. A running theme in the set is the Terarium, the primary setting of The Indigo Disk, the second part of The Hidden Treasure of Area Zero DLC for the Pokémon Scarlet and Violet video games.

Surging Sparks includes cards from the Japanese Super Electric Breaker and Paradise Dragona expansions, as well as the Stellar Tera Type Starter Sets and certain SV-P Promotional cards. Surging Sparks contains eight ACE SPEC cards, nine Stellar Tera Pokémon ex and nine Pokémon ex, 23 illustration rare Pokémon, 11 special illustration rare Pokémon and Supporter cards, and six hyper rare gold etched cards.
